APBD 2011 Terancam Molor

Dalam bulan-bulan ini, tentunya DPRD akan bekerja keras mulai pembahasan KUA dan PPAS yang telah diajukan Eksekutif minggu pertama bulan Juli 2010 lalu, sebagai rancangan untuk menetapkan APBD 2011 nantinya.

Fenomena ini sebenarnya bukan masalah baru. Tapi masalah klasik yang dari tahun ke tahun seringkali berulang. Karena sebagai suatu masalah dan berpotensi merugikan masyarakat, maka seharusnya menjadi perhatian bersama, terutama bagi Pemda.

Sebagaimana diketahui, beberapa permasalahan yang mengiringi proses penyusunan APBD itu adalah : pertama, waktu penyusunan yang molor. Setiap tahun dijumpai daerah yang lamban dalam menyusun anggaran keuangan pemerintahannya.

Sebagai contoh, rancangan KUA dan PPAS melebihi waktu dari jadwal yang seharusnya disampaikan kepala daerah kepada DPRD yakni pertengahan bulan Juni tahun anggaran berjalan.

Demikian pula, draf RAPBD yang semestinya sudah harus diserahkan ke DPRD pada pekan pertama Oktober untuk dibahas, kenyataannya biasa molor yang akhirnya penetapannya juga molor.

Menurut kepala Dinas Pendapatan Pengeloaan Keuangan dan Aset Daerah (DPPKAD) Komang G Irawadi untuk KUA dan PPAS yang merupakan awal rancangan APBD 2011 telah diserahkan ke dewan minggu pertama bulan Juli 2010 lalu. “Rancangan APBD 2011 diawali dengan KUA dan PPAS yang telah diserahkan ke DPRD minggu pertama bulan Juli lalu,” katanya.

Namun sampai saat berita ini ditulis Rabu (8/12) pembahasan KUA atau PPAS oleh DPRD belum juga dilaksanakan. Keadaan ini dapat berdampak molornya APBD bila diteruskan berlanjut.

Hal itu diakui beberapa anggota dewan saat di konfirmasi INFOKU. Dwi Astutik ketua fraksi PDIP membenarkan sampai saat ini belum adanya pembahasan rancangan APBD 2011 ini. “Belum dibahas, nanti setelah selesai penetapan 6 perda inisiatif,” katanya.

Senada juga dikatakan Suningsih dari fraksi Golkar, yang dengan tegas menjawab akan dibahas minggu depan. “Agenda pembahasan RAPBD minggu depan,” tegasnya.

Ditempat terpisah Ketua forum transparansi Blora Amin Farid menceritakan bahwa pada tahun lalu, sejumlah kabupaten/kota di Jateng diperingatkan Gubernur karena terlambat menyerahkan RAPBD 2009 ke Pemprov untuk dievaluasi. Termasuk didalamnya kab Blora.

“Keterlambatan penyusunan APBD jelas merugikan masyarakat. Masyarakat yang semestinya sudah menerima anggaran pembangunan atau pelayanan publik terpaksa harus tertunda menunggu selesainya penetapan APBD,” jelas Amin.

Selain itu, Dana Alokasi Umum (DAU) daerah yang terlambat menetapkan APBD juga akan dipotong 25% oleh pemerintah pusat.

“Dari sudut pandang perencanaan, keterlambatan penyusunan APBD merupakan sesuatu yang kurang masuk akal. Logikanya, bagaimana mungkin pemerintahan bisa berjalan tanpa ada acuan APBD,” tegasnya.

Amin juga menambahkan APBD yang seharusnya sudah ditetapkan sebelum tahun anggaran berjalan atau paling lambat tanggal 31 Desember, kenyataannya tak sedikit yang molor hingga berbulan-bulan.

“Hendaknya penetapan APBD tahun 2009  sebagai pengalaman bagi pemerintahan Bupati Djoko Nugroho yang didampingi wakil bupati Abu Nafi,” harap Amin Faried.(Agung)

Firman Subagyo Anggota Komisi III DPR RI

Lepas Baju Partai, Bekerja Untuk Rakyat

INFOKU, REMBANG- Cukup sederhana apa yang diungkapkan Anggota komisi 3 DPR Pusat Firmam Subagyo, terkait belum dibahasnya RAPBD Blora 20111, saat ditemui di Rembang akhir bulan lalu.

Dia mengatakan bahwa APBD adalah kebijaksanaan anggaran pemerintahan yang sebagian besar diperuntukan untuk kesehjahteraan rakyat.

“Namanya saja wakil rakyat, harusnya mereka bekerja untuk kepentingan rakyat. Kerbijaksanaan yang berhubungan langsung dengan kebutuhan rakyat diutamakan terlebih dahulu demi kesejahteraan masyarakatnya,” kata Firman.

Terkait adanya kepentingan politik antara eksekutif dan legislative dalam penyusunan RAPBD hendaknya diselesaikan secara musyawarah.       

 “Apapun permasalahan semuanya dapat diselesaikan dengan duduk satu meja. Lepas baju partai, karena mereka sudah wakil rakyat. Bekerja untuk kepentingan dan demi kesejahteraan mayarakatnya,” jelas Firman.

Disisi lain Firman menggarisbawahi kesepahaman antara eksekutif dan legislatif sangat penting dalam menjaga kondusifnya sebuah pemerintahan.

‘Kebijaksanaan Pemerintah Daerah bisa jalan baik, bila semua unsur muspida saling bekerjasama,” tandasnya.

Firman Subagya juga berharap kebijaksanaan Pemkab Blora hendaknya mengutamakan program pembangunan ekonomi kerakyatan, yang bertumpu pada kesejahteraan masyarakat.

“Bila rancangan program pemkab dalam membangun perekonomian rakyatnya berhasil, niscaya dapat menghasilkan rangsangan yang positif terhadap laju pertumbuhan ekonomi di Blora,” tambah Firman. (Agung)

Himbau ditetrapkan awal tahun 2010

INFOKU, BLORA-  Mantan wakil ketua DPRD Blora Haryono SD angkat bicara tentang  pentingnya APBD untuk sebuah pemerintahan. Untuk itu dirinya menghimbau baik eksekutif maupun legislatif agar sesegera mungkin menetapkan APBD 2011 diawal tahun mendatang.

Meskipun penyusunan APBD rentan dengan berbagai kepentingan politik, namun aturan-aturan formal tetap harus dijadikan landasan, terutama prinsip dan kaidah normatifnya.

Jika hal ini sungguh-sungguh dipedomani oleh eksekutif dan legislatif, niscaya APBD menjadi “alat intervensi” negara dalam mensejahterakan masyarakat, dan bukan justru menjadi sumber masalah.

“Termasuk didalamnya gaji PNS juga termuat di APBD, yang hitunganya hampir separo dari anggaran di APBD itu sendiri. Namun keistemewaan gaji PNS adalah wajib dibayarkan disetiap bulannya, walau APBD belum ditetapkan,” kata Haryono yang telah dinyatakan tidak terbukti bersalah oleh MA pada dugaan korupsi APBD 2003 ini.

Disamping alokasi itu, dituntut juga 20 persen untuk alokasi anggaran pendidikan. Belum lagi berapa persen untuk biaya administrasi pemerintahan misalnya pembelian alat tulis Kantor.

“Sehingga biaya yang dialokasikan untuk rakyat seperti pembangunan gedung sekolah, jalan, saluran irigasi dan lainlain, dalam kisaran angka 20 persenan,” jelas Haryono.(Agung)

Filosofi Gembong Amijoyo Sang Barongan dan Bupati Djoko Nugroho

Konon dijaman dahulu sebelum kabupaten Blora berdiri, wilayahnya semua tertutup oleh hutan.

          Saat itu hutan wilayah tersebut sangat lebat sekali sehingga sangat jarang manusia lewat dan melintasi daerah itu.

          Dikisahkan pula siapapun yang lewat ditengah hutan ini, dipastikan akan menemuhi berbagai halangan. Baik halangan dan gangguan seperti makhuk gaib ataupun yang lainnya.

          Tersebut ada seorang manusia yang menjaga hutan jati (Alas wengker- bahasa jawa)terbesar di Dunia ini, yang mempunyai kesaktian luar biasa.

Ketekunannya dalam bersemedi dan mendekatkan diri pada Sang Pencipta, membuat dirinya menjadi orang sakti dijamanya. Orang-orang dijaman itu menyebutnya dengan sebutan Gembong Amijoyo.

          Dalam semedinya dihutan tersebut Dia menerima suara gaib, yang intinya bahwa hutan ini (BLORA dahulu kala-red) adalah daerah yang kaya raya. Dan dirinya (Gembong Amijoyo-red) oleh suara gaib tersebut diperintahkan untuk menjaga hutan beserta isinya.

          Usai bersemedi Gembong Amijoyo-pun yang mempunyai kesaktian yang dapat merubah dirinya menjadi harimau raksasa (Singo Barong/ Barongan-red) ini, menepati janjinya untuk menjaga hutan beserta isinya dari gangguan siapapun.

          Dikisahkan pula siapapun yang akan melintas atau memanfaatkan hutan tersebut harus meminta ijin pada dirinya. Konon ada cerita rakyat sampai saat ini masih berkembang di Blora, ada sekawanan perampok yang merusak hutan. Mereka menebangi hutan secara liar. untuk dijual dikerajaan lain.

Karena merasa daerahnya di rusak, Sang Gembong Amijoyo marah dan mengajak tarung mereka. Mereka yang berjumlah ratusan orang ini, akhirnya bertekuk lutut dibawah kaki Sang Gembong Amijoyo.

Entah sudah beberapa ribu orang yang mengalami kejadian seperti itu, sehingga setiap manusia yang akan merusak hutan dan isinya ini, pasti akan takut bila mendengar nama Sang Gembong yang mempunyai kesaktian luar biasa ini.

Dalam cerita itu juga sejak dijaga Sang Gembong Amijoyo ini, masyarakat dipinggiran hutan dapat merasakan dan menikmati hasil hutan. Sehingga kala itu boleh dikata masyarakat sudah sejahtera pada ukuran dijamannya.

Sekarang ini diera pemerintahan bupati Blora ke 27 ini (Djoko Nugroho-red) sudah saatnya bisa menjaga kekayaan alam untuk kesejahteraan rakyatnya.

Langkah yang diambil bupati Blora dengan dukungan ketua DPRD menuntut lebih tinggi dari bagi hasil minyak bumi kepada pusat, merupakan satu langkah yang lebih maju. Langkah yang boleh dikata gaya Gembong Amijoyo sang barongan era modern. Yang mana untuk mempertahankan hasil bumi Blora, guna mensejahterakan rakyatnya. 

Bukan hanya sebagai penonton saja, saat hasil bumi Blora yang diperebutkan orang-orang pusat. Sedangkan kita yang hidup di Blora hanya kebagian residunya saja.

Penulis yang asli Blora dan telah dipimpin tiga Bupati berbeda selama menjadi wartawan di Blora, menyadari betul tugas yang diemban Bupati Blora ke 27 (Djoko Nigroho) ini adalah yang terberat.

          Mewujudkan Pendidikan gratis sampai tingkat SLTA dan Mewujudkan pelayanan Gratis semua jenis pelayanan Puskesmas dan Kelas III di BRSD adalah dua dari 12 Misi dan Visi yang harus dicapainya dalam 3 tahun pemerintahanya.

          Untuk itulah salah satu solusi adalah meningkatkan PAD, yakni dengan menuntut bagi hasil minyak yang lebih tinggi. Dirgahayu kabupaten Blora ke 261 dan selamat bertugas Pak Kokok (panggilan akrab Bupati Blora Djoko Nugroho). Kesejahteraan rakyat Blora ada ditanganmu. (Penulis : Drs Ec.
