Policy reforms initiated by the government now should not just theory, but also must be able to be implemented in accordance with the concept that had been formed. In this case, we need a leader who can firmly guarding implemnetasi various bureaucratic reform program.

Reform program is not limited to paper but had a concept and there must be a leader who can ensure diparktikkannya significantly. If the program can not be done then it's just nonsense.

Toward improved good governance and a strong commitment needs to be supported by all stakeholders particularly from stakeholders and law makers themselves. Actually, until now the government has drawn up a number of bureaucratic reform program.

But often an obstacle due to problems in political reform.

Kementriaan Administrative Reform and Bureaucratic Reform has sought to implement the mandate of the laws regarding reorganizing the bureaucracy, but still experiencing problems due to a lack of political support in the implementation process.

Reform of the bureaucracy that is already there, we do not need to doubt, to the bureaucratic and political reform must go hand in hand and balanced.

Policy reform the political system should be part of the President and Vice-President, Governors and Deputy pair and pair Regent / Mayor and his Deputy in order to forward the good run.

There are a number of issues that need the attention of the government to reform the bureaucracy.

Starting from the process perekrutmen civil servants (PNS), efficiency in running public services and politicization of bureaucracy and problems the most basic placement of officials who favored regional head.

This is potentially damaging to our bureaucracy in particular areas.

Currently head of the region recorded 321 and 1266 officials involved in corruption as well as thousands of briokrat snagged legal issues.

Growing politicization of the bureaucracy problem poltisasi state facilities for the winning candidate. It becomes very basic, so that systems development is a priority in order to be accountable governance.

Especially now amounting to 70 percent of business people in the area, and many regional heads are not ready to manage a budget.

To realize good governance must begin with the recruitment process, without good recruitment and the bureaucracy accountable will be a crowd 'wolf', which will be used as the source of corruption and political interests.

So as a process, which has been the bureaucratic reform, still, and kept going, certainly can not be separated from the deficiencies (failures) and benefits (success) that he found.

If we look at the process of bureaucratic reform underway in Indonesia, it's hard not to say that the measures taken to implement bureaucratic reforms that have been performed and we can observation.

But the process is not easy. It should be a strong commitment, even support political elite and bureaucracy to oversee the reform is an absolute requirement.

One important lesson from the practice of bureaucratic reform in many countries is that the process takes a long time.

Need for centuries to achieve progress as they feel now. Therefore, it is natural that we find now many more failures than successes, because we just do it in a matter of decades, although it was already quite long.

In addition to a strong commitment from the political elite and bureaucracy to complete the reform agenda, control over the behavior of bureaucrats also may be provided by another outside force such as press, NGOs, or other independent institutions.

Through healthy controls, is expected to create conditions ideal bureaucracy, namely good governance with professional bureaucracy, high integrity, and can be a public servant as well as a servant of the state.

Then the bureaucrats still have the idealism to fix the country, should not be stuck on the pessimistic attitude let alone give in to the existing system.

It would be a common task, to be improved. Borrowing satire a state official who care about the bureaucracy: "That part of it flowing in the river was just rubbish, aja fish swim against the current". ##
