This is what might be required and should be done Djoko Nugroho Blora district to carry out the mission and vision, a highly anticipated community.
We are not ashamed to imitate other cities like Solo for something that is beneficial to the district Blora.
Just look at last year's achievements, the new Government of Indonesia announced last month the city of Solo may be obtained at say spectacular.
After gaining recognition in the peaceful handling of street vendors and government administration free from corruption, the latest achievement is carved maketh Solo as the pilot area in providing education that is able to reach the poor.
The program is considered to successful raise the prestige of education Solo is Surakarta Community Education Assistance (BPMKS) which was launched a year ago. A new program that has not been very visible results.
To break down poverty, Solo City Government also launched a package of Surakarta Health Maintenance (POM). As BPMKS, with PKMS enabling poor families can enjoy low-cost health services, even free for gold card holders.
So far, implementation and PKMS BPMKS still encountered many obstacles and halting on the road. Synchronization between agencies has not been seen. However, because the program is concerned with very basic needs of the public, health and education, it is appropriate when all stakeholders contribute to success.
As a follow-up of the program BPMKS, Solo City Government requires that middle and high school / vocational school 10% of the country gave rations to poor families in the admission of new students (PSB) of the school year 2011/2012 is.
Sense refers to a family of poor families who have BPMKS card. This provision applies to all public schools, not least school labeled stubs international school (RSBI) and labeled acceleration. As is known, labeled RSBI school more enjoyable and acceleration of the upper middle class.
To ensure that a minimum quota of 10% could actually enjoyed the poor, Disdikpora Solo issued two regulations to support it. The second regulation is the first, giving the children of poor families to apply early, one week before the regular.
Second, the average value of at least a lower report card, the regular 7.5 7.0 while poor families. The issue is whether these regulations are sufficient for an umbrella for children from poor families to study at leading public school? These issues need to be known for quality education is believed to be one way to parse and enforce the release of the tangled threads of poverty.
Be aware that the tangled threads or a vicious circle of poverty is not easy to disentangle. Education of children from poor families are less successful because they live in the grip of poverty. Instead, they still live in poverty due to lack of success in wading through education. Thus, an effective way to break poverty is to eradicate poverty itself.
All other business, by way of education or health, for example, merely to support and complement. Although education serves as contributing factors, if taken seriously will have a significant impact in improving the living standards of poor families.
Seriousness was realized in the form of optimization of educational services to all students without selective logging. The origins of the students do not need to be considered. Chosen as a model city of Solo-friendly education for poor families is a big gamble that must be accounted for in public.
The betting public
When students are not able to PSBs socialization and achievement in one school labeled RSBI, there is one participant who asked the question quite intriguing.
The question, "Does the school also provides facilities and installation of laptop internet (at home) to students from poor families?" Therefore, the questioner continued, "The legend says that at this school a lot of tasks that require students to have a second facility. "
Regrettably, the answer is still floating school leaders. But, in essence, the school is not willing to provide the facilities to students from poor families.
Above case, though it looks simple, showing the complexity of the points that will arise when the children of poor families are in excellent schools that require certain prerequisites to follow.
Although tuition fees have been released, especially for the money and the development of SPP, it is not adequate. To ensure that children from poor families to feel comfortable learning in schools excel, the desire to both government (political will) is not enough.
Which was more conveniently situated on the necessity of changing the culture of the school administrators, both principals and educators.
Johannes Muller (Prisma ,1980:42-52) early warning that the lives of children from poor families have distinctive characteristics. They are generally under a cloudy heaven: from the maturing process, socialization in the family, limited parental education, nutritional needs, language barriers and worst of all, they live in a "culture of silence".
Having been raised in such a world, not surprisingly, they are very sensitive to certain issues, especially those that lead to things that are personal.
On the other hand, the results of research Michael Fullan (1993) suggests that educators tend to have lower expectations of children from poor families.
Whereas the level of hope or expectation of teachers in teaching is directly proportional to the level of learning success of students. If we assume that the research Fullan also applies to teachers in Indonesia, especially in the Solo, it becomes important signs to watch out for.
Based on the above, we could conclude that the attempt to parse poverty through education is not an easy task but a steep road full of potholes that challenge.
Without an adequate understanding of the characteristics of the children of poor families, businesses embraced will backfire and actually counterproductive. Open space for the children of poor families rather than to veil an effort to attract more money from the public.
Great job waiting in front of the school management to raise expectations of the teachers to have a rational judgment and empathy for all learners. No matter from a family of rich or poor, who can afford to pay school fees or for free, kids are carrying a laptop or not. They are all students should be educated with the love of a teacher to pupil.
When traced back, BPKMS program was born a year ago before the elections won by the city of Solo-Rudy Jokowi partner absolutely. It is undeniable that this program can not be separated from their campaign promises on education both free.
Therefore, efforts to realize the promise was a big gamble Solo City Government. If it fails, it will go down in a black sheet of the Solo as a public lie unforgivable.
Similarly, in Blora Regent hopefully Djoko Nugroho and vice-regent H Abu Nafi can realize the vision and mission, especially the field of education who would soon face a new Educate Admission.
